目标
按目标项目已有模式创建列表页，不凭空发明新的组件体系。优先复用项目里的路由、API、表格、表单、权限和弹窗写法。
标准能力
- 搜索区域：输入框、选择器、日期范围、查询和重置
- 表格区域：列定义、加载态、空状态、分页
- 操作区域：新增、编辑、删除/停用、导出等
- 表单弹窗：新增/编辑复用、校验、回显、提交中状态
- 权限控制：菜单、按钮、操作入口
- 测试：核心流程、权限显隐、异常提示
工作方式
- 先找项目里相似列表页。
- 复用已有目录结构、API 封装、组件和样式习惯。
- 明确接口字段、查询参数、分页格式和权限点。
- 先实现主流程，再补异常和测试。
- 对接口或权限不确定的地方标 TODO。
输出要求
说明新增/修改的模块、核心流程、未确认点和验证方式。不要改无关页面或全局规范。
