处理代码或 PR 前阅读根目录的 GOVERNANCE.md、MAINTAINERS.md 和 CONTRIBUTING.md。保护人工确认、发送限制和用户隐私，不在输出中泄露凭据，不为维护任务启动求职采集或投递。 审核、修复或解决冲突后，执行治理文档的“处理结束时的合并与交接”：在维护者已授权的 PR 处理范围内，账号有权限且当前提交满足全部审核、检查及阻塞处理要求时，主动按正常流程合并并确认结果，不停在“审核通过”。用户要求只审不合或暂缓时遵从其要求；没有合并工具、权限或仍有阻塞时，向有权限的推进维护者明确交接。 审核结论必须来自实际检查；作者及参与编写者自审、机器人结果和已撤销批准均不计入独立维护者票数。不使用管理员绕过或降低保护，不添加定时提醒。AI 指引不授予仓库权限，具体批准与发布责任由授权的人类维护者承担。
