Security & Governance Invariants: 10 guaranteed invariants (INV-LOCAL-01 to INV-SLA-10) including 100% offline stdio JSON-RPC transport (Zero-Egress), preview-safe mutation modes (`mode: "preview"`), automatic `.bak` backups before modifying files, isolated Python subprocess execution with timeouts, explicit language gates, non-destructive encoding repair, format roundtrip parity, dynamic i18n language switching, and standard unprivileged user-mode execution (`RunAsInvoker`).

Test gates: `npm test` runs 201 Vitest tests; `npm run test:integration` runs 52 real MCP stdio assertions after `npm run build`; `npm run test:i18n` runs 43 translation assertions (296 automated assertions total). GitHub Actions executes all three gates across Ubuntu, Windows, and macOS on Node.js 20, 22, and 24 with concurrency control.
