# Copilot Instructions

The full Oracle PL/SQL development, optimization, security and diagnostics
standards for this repository live in **[AGENTS.md](../AGENTS.md)** — the single
source of truth, read natively by both GitHub Copilot and Claude.

Follow everything in `AGENTS.md`. Two sections govern all other guidance:

- **Evidence & Diagnostics Doctrine** — DB Time is the ranking currency, ratios
  are never evidence, AWR numbers are parsed and never recalled, and an
  unrepresentative window is refused rather than analysed.
- **Change Risk & Approval** — nothing destructive is executed; HIGH-risk
  changes require named human approval.

Start with `oracle-review-orchestrator` for anything needing more than one
lens; it engages the specialists a request actually needs and owns the verdict.

`agents/` and `skills/` are **generated** from `.claude/` by
`scripts/sync-copilot-assets.sh` so both runtimes stay identical — edit the
`.claude/` source, then re-run the script. CI fails if they drift.

## For any performance question

Run the deterministic toolchain in [`tools/oracle_diag/`](../tools/oracle_diag/)
rather than reading an AWR report into context:

cd tools && python -m oracle_diag analyze <report> --repo .. --format md
```

Numbers in your answer must come from that output. If a metric is not in it,
the correct answer is `Not present in the supplied AWR report.`
