Apply when adding or modifying Flutter accessibility (a11y) — Semantics widget properties, MergeSemantics, Tooltip placement, focus management, screen reader announcements, live regions, accessibility testing. Use whenever an icon-only button needs a label, a composite widget needs to be one accessible region, a modal/dialog needs announcement, a picker / autocomplete overlay opens or closes, or a meetsGuideline regression test is being written. Also applies to debugging "TalkBack focus is wrong / too small / not announced" issues.
