Use whenever the user asks to plan, analyze, triage, or "look at" a bug report or problem issue — a GitHub issue URL or bare number for something broken, wrong, crashing, missing data, or regressed; "plan for issue #1234", "create a plan to fix this issue", "investigate this bug", "what's causing #1234", "analyze this issue". Reads the whole GitHub post (body, comments, attached images, logs), reproduces and traces the root cause in the codebase, researches upstream/library/platform causes online, does an impact analysis for existing users, and produces a fix plan. Plans only; does not implement unless asked. For new features or improvements use enhancement-plan.
